貧困層という定理にあてはまる世帯や国民は、すごく多い。所得金額でいうと200万以下はほぼ貧困層と呼んでいいんじゃないかなぁ。（調べてないけど）生活保護の運用基準をちょっと動かすだけで、国税など消えてしまうと思うよ。まだ、自立して生きようという人達が多いだけの話なんだよ。（道徳や周囲(世間）の目もある。）
